But seriously I don't know who leaked it and I really couldn't care less, if it was during the Arcbell time then I guess I know my answer

Generally everything I say is uncut in that I don't care who reads it, that being said, I'm not going to flab my yap about everything, especially about certain things that mods shouldn't share with other users

No you don't have to be a comp player (there have been mods from sandbox in the past) but a good knowledge of the game & rules in ranked is important for doing reports.
