The Hooker achievement (Lucky Kiss) stemmed from this setup whereby the hooker potentially hooks the vigilante from shooting her/him. To blacklist this setup is to render that achievement moot.

It is a good alternative for new players to familiarize themselves with hooker, vigilante and fool in a different scenario. If you allow Gallis Hunter to be played ranked, then why not this? It does not make sense.
