although the fact that the individual setups aren't balanced to each other doesn't sit well with me.

The idea is for the innos to never be clear. Sometimes a the reports will not matter (so it's a STBS) and sometimes it will find a mafia. I didn't make it a complete nightmare and made 2 cop/2 ninja or 2 tracker/2 gf for that reason.
