I was just talking about actual cheaters, Cal. Of course you'd get a hell of a lot more on top, but not every regular FP player is a cheater ya know.

like honestly don't be surprised if kristy and company come barging in thirsty for trophies, their band of merry men will easily round up to at least 10-20 people riot. that goes for like anyone whos got 500+ fp/classic plays.
There were times, when we were on top of Comp cases, it was a legit round, and we had plenty of active mods, that we'd try to get a bunch of Training cheating cases done at once and clean all those games up. Particularly during Laexio's time. But most of the time, there just wasn't enough time/enough mods willing to make themselves available to do it.
gallis hunter is blacklisted so it can be unblacklisted between rounds.

20-30 is an exaggeration, but essentially you did get 6-7 of them, Cal.

The cap on mods is enforced by Lucid, but the larger the team is the less consistency you have. At some point there's a crossover where having more mods actually makes it worse rather than better.
As for red-heart cheating, that's always been a lower priority with the resources of the mod team (the fact that you can only see the last 10 red hearts someone has played on their profile being one key hindrance in cheating investigations there) than gold-heart cheating. Blacklisted FP in redhearts would be extremely unpopular and nobody really wants to pee all those people who play it (most of whom are indeed legit players) off.
and that's fine, but if you're admitting that you "don't care" about red heart cheaters then why are things like gallis hunter and reverse mafia blacklisted in red hearts?
i think it'll give the red heart players some motivation when trophies are involved and that might lead them to start cheating.
Eg. chinatsu doing it on jan 2
you're gonna have like 20-30 chinatsus
