I don't think it's really an issue anyway, except insofar as many of the scum roles are maf-sided equivs of town roles and Hitman was obviously supposed to be a mafia-sided vigil but this makes it a bit more powerful mechanic wise.

Hitmen are pro killers. It makes sense they are pro at killing.

AFAIK Hitman is SUPPOSED to be able to go through vests, tree, etc. It's just not documented in the role info.
