OK, so this new plus/neg thing has its downsides. One of which is that banned or deleted users don't show up on plusses and negs.
My suggestion is this: that banned and deleted users have their votes undone.
Player A posts an insightful and witty comment (like that ever happens) somewhere, and Player B - who is somewhat less insightful and witty - negs it. It's now at -1. Player B is then banned for something or other.
I propose that this comment returns to 0 - Player B's vote no longer exists.
Well I'll have you know I graduated Hogwarts with top marks and became a Death Eater during my second year of wizardry. I unleashed the Basilisk during the day and Sectasempra'd muggles at night. After Avada Kedavra'ing my headmaster and all of the Ministry of Magic, I think that you outta be the one to fear me. Haha.
By the nine divines! What did you just say about me, you little skeeverbutt? I'll have you know I graduated top of my class in the College of Winterhold, and I've been know to cast one hell of a fireball, and I have over 300 confirmed summons. I am trained in daedric warfare and I'm the swords master of the entire Imperial forces. You are nothing to me but just another target. I will make you beg to Akatosh as I bend you over like a common whelp, mark my words, on my oath as the Dovahkiin. You think you can come into my mind though this magic device and insult me? Think again, scum. As we speak I have every assassin and thief across all of Tamriel looking for your initial position so you better prepare for the storm atronach, you draugr. The storm atronach that wipes out the pathetic little husk you call your life. I can be anywhere, anytime, and I can kill you in over seven hundred ways, and that's just with my dragon shouts! Not only am I extensively trained in archery and horseback riding, but I have access to the entire congregation of the thieves guild, dark brotherhood, Mages' College, and untold hordes of daedric warriors, and I will use every one of them to banish you to the plane of oblivion.. If only you could have had the clairvoyance to see what divine retribution your little "clever" runes were about to bring down upon you, maybe you would have held your tongue you gray skin. But you couldn't, you didn't, and now you're paying the price, you goddamn fetcher. I will become the embodiment of Mehrunes Dagon, and open a portal to oblivion the likes of which you have never seen. You're skeevering dead, milk-drinker.

I think that racist peoples' votes should only count as 3/5 of a vote
This would be a waste of time for lucid to code such selfish desires of incompetent EM users. Why bother lucid to code something so petty and irrelevant to the general commonwealth of EpicMafia, hmm? think about that.
Alright, maybe not banned users, then; their accounts aren't removed anyway...
... but still, the point on deleted users remains! ^,,^ True, their vote is 'valid', but as it stands now, it's far too easy to votespam anonymously. If they delete their account, I say they forfeit their right to vote - after all, either they won't be on EM at all (say, if they quit)... or they can simply vote on their new account (if they deleted it to make room for another).
The feature is abused, yes -- to stop this, there must be less votes. Therefore, less accounts. But that's https://epicmafia.com/topic/63673 another topic entirely.

Honestly this is another thread that doesn't solve anything. Banned users eventually become unbanned users.
And this doesn't stop a banned user from making a new account to continue the same behavior.
The vote of someone who is temporarily banned or has deleted their alt account isn't any less valid.
The issue is that the feature is being abused. Making previous votes "ghost votes" won't make others abuse any less.
