- You are under 18
-You have been insulted so much it made you cry yourself to sleep
-You have no money for counseling
-Or a psychologist
-Dr. Phil refused to help you
-You think running to the authorities is the way of solving probelms instead of acting like human beings
-Your overall social skills are below 0

Moderators solving problems for children makes these children think they are entitled to the same type of coddling in the real world, and deprives them of the ability to solve their own interpersonal issues.

I think they just say "stay away from each other" and then the next time it's reported they pass it to someone else
