The MM should be able to get killed since mafia cannot win with the MM alive.

The MM is worth two votes in the kill meeting. The Stalker is worth one. Hypothetically the MM could change the kill to someone else if the stalker wanted to kill him. Or the MM could just be screwing with the stalker and trying to get him to lynch someone else.
