This report is a request to stop a mod power. Mods are downvoting new setups. This should not be allowed, if there is no reason. Decent players create new setups with some enthusiasm and some anonymous mod downvotes it without any reason. This is not productive and not fair.

Mods should be forced to give reasons if they stop a setup being from unranked and that decision should be appeal-able.
