Well what does the bomb claiming accomplish? Since the bomb isn't clear, his opinions on who to RL should technically be taken with a large grain of salt. At least in the situation where cop whispers the inno, the whispered inno can claim out loud and announce they were inno'd by the cop. This accomplishes a potential clear later on if cop and watcher die. Plus, an inno by the cop is more likely to be town than a bomb claim by probabilities.

It's small chance that cop happens to investigate the lawyered inno. Given that doc has died d1, you mineswell take the chance that your inno is legit given the poor circumstances. Not to mention, it's sometimes easy to tell if you're inno is towntelling or not based off the first few minutes of the day. Therefore, I think bomb should definitely not claim d1, and cop can perhaps whisper the inno.
