Charley reported me and then modded the report herself whilst I was in another game. Came out to a nice surprise

Yes, I hipfired, but I did so only because this was my second time playing this setup and the previous game the sheriff hipfired. So I naturally assumed this is what the sheriff is supposed to do. It was explained to me the very next day that sheriff is not supposed to do this, yet Charley ignored all this and gave me a vio for trolling when I clearly was not

Yes it was, I literally noticed it whilst inside the game.
