Settlement and Trade
Unlike traditional Patents, when someone comes up with an idea and fights for legal ownership of said idea, the new idea I have for how patents should be issued, is slightly different.
Settlement allows for the people fighting over who came up with the idea first, to settle on how much each of them are entitled to in terms of the money being made off of the idea. It's not that simple entirely, but, basically the patent owners settle on patent stocks of sort, made just for the patent they have. A mediator for the owners of the patent stocks collects various information about what the patent owners are voting on and everybody with ownership of a stock will receive a message. The votes are for raising the maximum allowed investment into the idea. The allowed investments can't be lowered. By raising the maximum allowed investment overall, the amount of money holders of the stocks can put into ideas will raise by a percent of the amount decided upon, based on how many stocks they had. The patent office mediating this whole deal gets to hold two percent of the stocks, but, isn't allowed to use it. This single percent is for selling. The value of the stock will be dictated by the market value of the existing stocks.
