Responsibility is a funny word. One might say that someone can still be at fault for something and responsible for it even if it wasn't a result of their actions, but rather their inaction. If this line of thought is held, where do you draw the line to make one responsible. Is it your fault if the Earth's climate deteriorates? Is it your fault if your spouse is in a car accident?

The Doomsday Clock is currently positioned two and a half minutes to midnight.

In the grand scheme of things, it might only get worse and worse. If you hypothesize far enough back on the Doomsday Clock one might be able to recognize a pattern and posit a question.
