Reports in Progress?

Many of you have probably noticed that the report system varies. Sometimes reports take weeks and sometimes they take half an hour. I've noticed that sometimes later reports are resolved before earlier ones, that remain just in progress. Does anyone know why? I'm just curious.

(Btw, I really like the report system here because every single one is looked over. Keep up the good work mods <3)

Because when a mod is not sure about the verdict, he can move it to In Progress the other mods to check it out.

1) different mods take different amounts of time to do reports, and use the in-progress queue differently. some put a bunch in there at once and do them one at a time, some put one in and do it (resulting in short IP time), some don't use the IP queue at all, etc.

2) some reports take more time to do than others - gt/cheating report versus grs report, for example
