player A keeps insisting that his bad play is actually a good play and intentionally keeps using it even though it makes him lose games.

player A knows that moderator will not violate him for the play.

player A wants his play to succeed at least 1 time out of X so he can be proud of it, even though it failed first X-1 times

This is common sense. Trying out avant-garde strategies is absolutely reasonable but only if there's a logical thought-process behind it /or/ a possible gain out of it for your team.

To continuously adopt peculiar inordinate suboptimal strategies that have failed repeatedly before, reaches a point where it's ad nauseam that becomes intentional trolling and borderline gamethrowing.
