Over the years which mod teams/periods do you feel were the worst and why?

I mean this team has Pam and Edark but I'm not going to spoil which I think was the worst. ;)

Togepi and Jeff were the first ex cheater admins I believe. I don't think Arcbell, Bronto, Jasper, Dezarie, Vancy, Bell, Shacky have/had cheated by the time they were admins. lol

Brontos had sandboxers and they were basically the rejects of the bunch, not even the good ones.
