I want this to be a genuine discussion over this topic, because I think its a good dilemma.

I understand that some ex cheaters may make good mods and understand the rules well.

However on the flip side, there are probably many players who have not blatantly broken rules who could do an equally good job with more credibility.

For me personally I think maybe those who have cheated years ago should be given more leeway. Similarly those who are repeat offenders should never be modded.
