I think you're forgetting the fact that most people who just play and don't use the forums are generally decent people and not really fans of HC or whatever else. If people (like me) were suddenly allowed to run around with some seriously harsh zingers then I think a lot would leave, or at least would be put off the idea of dropping dollar on a dying site.

Go back to the split lobbies. Competitive players will go there, and ranked games in main lobby. Only enforce rules in the competitive.
