Easy, player above you finds a report in progress, and you say if it is vio or not. If the report gets a vio, then you get a point. If not, then it doesn't. If cheating is found, and you get a report that is already ruled, you will be muted.

Example:

Player1: report XXXX-XXX

Player2: Vio -gets a point, after it is ruled as vio-

report XXXX-XXXXX
