I think you're right because when mafia hits BP during meteor night, the game is forced to a draw. So the game doesn't treat hitting BP as an actual kill.

Aka if mafia hit a bulletproof resulting in no kill happening the meteor is now on mafia.
Without the meteor mechanic, town and mafia could repeatedly no-lynch and no-kill, causing a never ending game.
The meteor can come during day or night phases. In the event of the meteor, the players involved are forced to act. No-killing during meteor will force the game to a draw and produce no winners. It is considered Game Throwing to force down the meteor if killing does not result in an auto-loss situation.
Which side does meteor fall on? It falls on the alignment that first decided to no-lynch or no-kill. For example, in Fancy Pants, if the cop died day 1 and town decides to no lynch...If the mafia repeatedly no-kills, town will eventually receive the meteor because they decided to no-lynch first on day 1.
