In my hypothetical where I am funding a competitive mafia site dedicated solely to competitive mafia, I wouldn't much care if someone were wrongfully banned. It happens.
Besides, back in the glory days of RTS gaming, Warcraft III and Starcraft Brood War had throngs of maphackers, yet legitimate players were more than happy to compete whilst being made aware of this.
Just because a few people play illegitimately, it doesn't mean that it completely ruins a game on a competitive level.
Bit by bit, the cheaters get filtered out through tribunal punishment.
