Mouseover roles in closed setups.

Currently in closed setups when we mouse over the roles, we don't see what they do. Normally everyone doesn't give a since everyone knows what the vanilla roles do, but this becomes problematic if we attempt to do a closed setup with custom roles. Letting us see what custom roles do when moused over would be one step closer to being accepted by the majority of people who play said roles, since they would be able to look up what they do and not have to play blind.

Let us see what roles do in closed setups.

some custom roles are really good and some are really awful

but people hate both because they are lazy to go to learn tab and lookt it up
