there is no way to identify users by connection on the internet
you can refresh your ip at any time in under 10 minutes
There are sites that have lists of spam/proxy IPs so that system could be added in.
They can also just use a VPN to evade it as well. It's really not hard at all. It takes one minute if that.

people can change their IP using proxies and get around the ban
basically like using someone else's IP
