Yeah it happens often. I personally started enjoying it halfway through Act 1 but i can see why a lot of people dont enjoy it too much. If you didn't like Act 1 and Act 2 AT ALL then its probably not for you, if you liked it some, but just not as much as you feel it was hyped or something then i'd advise to keep reading as it gets way better eventually starting in act 3.
It has about 24 main characters and around 70-80 supporting ones (some people will disagree on my number of main characters but thats how i feel it, counting the 8 kids, the 12 trolls of karkat's group, aranea, meenah and the 2 cherubs)
