However, from what I gather, it's wasn't a mod decision to be even more stingy about harassment/IC/HC/whatever else. Everyone in this thread should direct their complaints to Phil, who apparently told them that they need to be way more strict in enforcing that specific set of rules.
Hateful comments is an unnecessary rule created in the aftermath of the AdSense debacle, and in truth, it has no purpose or real preventative ability. It only helps get people violations for talking smack in a party game.
