this is a very hard thing to nail down since it's difficult to see down the road how a user is going to react to mod conflict, user complaints, exigent circumstances involving banned users, etc. when considering them for a mod

i guess i think people who are mature and generally trustworthy make the best mods, i can't think of anyone that was a bad mod who was either and all good mods are at least one of the two
