Organizing Larger Setups

A few days back I made a setup that had 24 players in it. Most of the people who joined said it looked like fun, but it just wouldn't fill... and also just people being rude and flat out downvoting a setup they've never even played due to it not filling.

Now this got me thinking. How are we supposed to get a larger game working if people have a "this will never fill so i won't join it" attitude? I'm simply looking for suggestions for how to get players to join larger setups to give them a chance. Any thoughts?

25 player setups used to be the regular thing in Sandbox, but that was back when /v/ had a huge presence here. I haven't seen anything over 12 fill since.
