Does spam have a place?

This report comes from a game i played a few hours ago. I thought it was a little silly to report, but I was angry so i did. His response came back(tl;dr he cant win as mafia without spam), and i thought that was a big issue.

what do other people think about this?

what he did wasn't really spam, it was more over-participating. it was probably really annoying and i wouldn't want to play with him but it's not against the rules
