It's actually the opposite the rule has been becoming progressively stricter since the adsense incident, mods who were modded after it being instructed by mods who had stricter rules and opinions on the rule prior to it and the community itself censoring itself more heavily and adopting this stance as a result. If anything both the harrassment and HC rules have become a lot stricter and complete censorship is not the way to go.
