cops have helicopters too and back up ones for when they run out of gas in the main one, only news stations who make no money off the chases pulled out.

So they blocked off the highway, no one is infront of the chase for many miles I'm sure. Police can't just lay down spike stripes across the whole highway infront of the chase because they're scared of public safety. the public aspect is literally the guy in the chase evading the police.
