point payouts are determined by town wins and scum wins in the setup. if town gets 70+ points for a win, then scum is obviously winning more in the setup, therefore one can argue that the setup is scumsided

It wasn't a rule. It was a single, exceptional case that Bronto made to try to cure Competitions of the 'Gun Culture'. It got a lot of criticism at the time, then people realised they could get around with A&R and A&V and thus nobody cares.
There is no rule anywhere about points payouts. There are rules about extreme scumsidedness, of which Trinity at 58% is right on the cusp of, and also extreme townsidedness (which is essentially anything at 54%+ because probability states that you will role town more often in all setups this is applicable too).
Payouts are irrelevant to both, hence why SK vs Mafia and Manhunt were both permitted to be comped much, much more recently than A&D's blacklisting.

A&D was blacklisted because the admin didn't like it, and made up a reason to get rid of it. This failed, as people just play A&R or A&V instead. As both of these have lesser stats but get played just as much, nobody really cares about the bs reasoning used to blacklist A&D anymore.
