A lot of people blow red lights, but not all of them get tickets...If I blow 10 red lights and never get caught, but you blow 3 and get caught each time, you should be punished for it -- moreso each time you do it because you are consistently breaking the law and you are a known offender. Also, if this is an issue that is so prevalent, then it should be addressed and either everyone gets punished for it, or they amend the rules.
