calling comp players on this site phrases based around being mean to newbies is rich coming from the people that give notes for having bad reads. your argument seems to be "it was only a note so it doesn't matter" which is contradictory because mods wouldn't give notes if they actually didn't mean anything, clearly notes are worth ~half a vio and vios lead to punishments. punishing someone for having bad reads is deplorable considering the virtual smile they show to any new players.
wrong explanation again. explain how it is trolling. how did he not play to win. explain please. how is it not a note for cheating if he has a vio for cheating.
Eh, I disagree that oih should get a note when another player normally wouldn't. That's unjust. Just because a player has a history of violations doesn't mean you can just fling notes at them with ease. Rules are rules, and they should be the same for everyone, regardless of past reports and violations. (In my opinion)

He wouldn't have gotten a note for a normally non-vio play if he didn't have a history of sketchy behavior. It was noted in case it comes up again or on a larger scale.
If it was someone who didn't have this history, it would've been a no vio.

Pranay a note means nothing. It's not even a warning. A note is just another tool that moderators use, don't even look at it as a penalty or a warning for the user. All it does is next time theres a report on that person, it can be used as a reference if the case is the same or similar.

Considering oihs has a cheating vio and was heavily suspected of throwing for Rawrarrior in her gold training round run, I think it's fair to make a note of these sorts of behaviors.
Notes exist to document previous behavioral patterns so mods can make more informed decisions if they are to come up again. It simply enables mods to gather info on a user more quickly if other reports come up. That's really it, it's not a punishment or anything like that. It exists for mods to use to have documentation of previous instances where players exhibited sketchy behavior.
Gunning an unclear townread into LYLO isn't GT, it's just a very risky play. Depending on how he acted during the game, a note for trolling the game is justifiable.

gunning with no clears or in lylo is sub-optimal but its not gamethrowing by any means, just because he disagrees with a strategy doesn't mean he can give warnings for things like that. if he's giving the note because he thinks oihsdfoih intentionally gunned mafia(didn't read game but I assume thats the case) then I suppose the note is appropriate to read further games. but the verdict suggests that gunning in LYLO is semi-GT or actual GT and should be changed.
