I'm loathe to say 1 because i know I *** up a lot, but, if not for my own insecurity, i would pick #1. That being said I pick #2.

It's already moderated in a way that players who should know better(high score, competitive players) CANNOT ISP. Only new players can ISP, even if it's an unlinked alt who has no score + main (but is obviously not new) he/she will probably get ISP if the intent is there to not participate because he/she doesn't have to. Everyone lurks when they're new, you don't know what to say or what all the slang means so you're just like "lol k" that's why we have mentors for this kind of stuff.

I think also in "normal" ranked games it should be at THE VERY LEAST 2- moderated in a stronger way.

I think that depends on the training game. If we're talking about normal ranked games, then 3. If it's training comp, definitely 2.
