He's not getting a violation for posting several gifs in a thread that was completely offtopic to begin with. Natstar as I remember received numerous warnings before being given a violation for spamming complaint threads. He's been asked to stop, if he posts again he will get a violation.
(1) The thread is in GD, not OT. (2) It doesn't matter where the thread is or how silly it is but if you want it to matter then you can rewrite the rule after this report is handled and then allow people to shit up every thread outside the EM section.
