I've been keeping an eye on him, he was originally 12.6%, then I saw he went down to 12.4%, then he went back up to 12.7% when I made that comment. :<

Can confirm this guy ISPs in every single game I play with him and gets reported DAILY. I know y'all as a mod team have to see it as well. Something has to be done.
