There isn't a Rule for this, but this has to stop, this idiot negs everything.. Example: Lobby wall, Profiles and even the Forums.. I'd say this might be Trolling, even though there is no role that says you can't neg anything.. but this guy is crossing the line.
Final statement
Stop giving him attention for it and he might get bored. He's just negging posts, it's really not that big a deal...

There needs to be a rule for Griefing which would cover this.

It actually is a big deal, why can't you just warn him or something? He'd get scared, this isn't against any rule, but you should at least warn him.
