To match the discussion of the report system being changed, I want to start a discussion about the rule system in general:
some major points that I personally think need fixed:
ban lengths: they are too long and encourage people to bypass and ruin other people's game. they do not encourage people to reform and be good citizens
the whole concept of a note vs vio. some always get notes but never vios and vice versa. you should be able to appeal all of them. I propose that everyone gets a note for the first offense only.

based on the current rules, people would still get banned from maxing the vios in one area. i am only replacing the 8vio system here really.
it cant be so hard to keep track of the point system. there should be a way to automate it that if you have so many points then you cant access the lobby. something like the point requirements to play in ranked..
one could actually think about doing the bans for maxing something with some point system, say you max out cheating, then it adds 10 points. something like isp could be less, as maxing out isp should probably be less of a crime than maxing out cheating
first of all your point system says that someone who cheats twice wouldn’t even get banned until they get two other vios and some of the other points don’t really make sense
but even if you did fix the point assignments, its basically impossible for anyone to actually keep track of the point values

and something like this is better than our current system because it encourages people to reform. people that break the rules more will be banned longer than those that just accidently passed the 20 points but overall have been good citizens.
In general this would drop the ban length for most people, stop bypassing, and encourage people to try to be better behaved after getting banned

this is a very rough draft of a point system. I would propose that someone is banned if they have 20 points, and that this ban is lifted when the points expire
Points given for new vio (points expire by 0.5 each month)
Additional points given for breaking 20 points (expires 2 points per month): first time within 3 months-6 second and additional times within 3 months-10 points
when a player dropped below 20 points they would be unbanned
player example 1: not banned report spam 1 forum spam 1 harassment 3 ogi 1 isp x2 2 spamming 1 trolling 1
player example 2 (possibly banned depending on age of vios): grs x3 12 gt x2 9 isp 1 ogi 1 harassment x2 6

I think that vio system should be like replaced by a point system. You would get banned after so many points and unbanned after you dropped so many points
vios for cheating/grs/gt would count more than for things like trolling/isp. The points for a vio would decrease with time. The points for breaking the same rule again would go up, so that isp 4 is more points than isp 1.
The system would be designed so that people would be banned for a month max at first. then they would need to be behave for like the next month or it could result in them getting banned for a longer period of time the next time.
