I've been wondering what a setup with dreamer/caroler as the PRs would be like, so I've created one here:

I only have a slight concept of how it would play out, but my current inclination is that it might be townsided. I thought adding a janitor might be helpful to give potential dreamer/caroler CCs, but I'm just not sure. Any opinions/ideas/suggestions would be great, thanks!
