If it was there before it was not clear at all until the "summarized" version we have now which completely reworded a few rules.

Tama didn't know it was against the rules and I'm pretty sure that portion of the rule was literally added like 2 or 3 weeks ago. I wasn't even aware it was a rule until now and I've been over that page a lot.
